In this presentation, Joe Rosenbaum will speak about the state of the profession through his unique lens as Secretary/Treasurer of the California Board of Accountancy. He will discuss a range of topics including how California regulates its 115,000 CPAs and accounting firms, the CBA’s efforts to positively impact the pipeline, and the continuing education requirements which keep a CPA’s knowledge base up to date and relevant.

Understanding Taxes Through A Tax Policy Lens

Hundreds of changes to federal, state and local taxes are proposed annually. Our first reaction tends to be how the change would affect us, our clients or our employer. We might find it interesting, dislike, or love a proposal. But what concepts and evaluation criteria should be applied to know if the proposal (or even existing rules) are appropriate for our tax and budget systems? How does the proposal or rule fit for the particular type of tax? Does it hinder the jurisdiction's economic, social and environmental policy goals?  The ability to analyze and explain current rules and proposals in terms of their impact for an effective tax system requires understanding the basic structure of taxes (such as the income tax), legal frameworks, and consideration of principles of good tax policy. This presentation will explain these frameworks and principles and their relevance to tax system design. This understanding will help you explain tax proposals to clients or your employer, advocate effectively for tax changes, and help you advise and ask good questions of elected officials and those running for office.

Qualifying and Maintaining the Tax Exemption

As of 2020 the number of tax-exempt entities registered with the Internal Revenue Service was approximately 1.74 million. Close to 100K new applications for exemption are filed each year. Lisa A. Runquist and Hratch J Karakachian will provide a comprehensive overview of how to complete the Application for Recognition of Exemption (Form 1023 / 1023-EZ) accurately and thoroughly. This filing is a requirement for most entities to obtain an exemption.

They will also discuss common mistakes tax-exempt entities make that may lead to a revocation of their exempt status; since 2011, this has happened to more than 500K entities. Not filing informational tax returns for 3 consecutive years is the easiest way for an entity to lose its exemption but there are other common ways this can happen. Attendees will receive tips about the types of activities that, when performed by tax-exempt entities, could lead to the loss of tax-exempt status, along with suggestions of how to avoid this outcome.
